Mission:
The Ashtabula County Housing Council is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency among those experiencing homelessness. The Council has been operating since October 2001.

The Ashtabula County Mental Health and Recovery Services Board has a HUD grant that provides rental assistance to single persons and families who are literally homeless. This means coming from the street, the shelter, or a place not meant for human habitation. The household must also contain a person with a documented disability, preferably mental health and/or substance use disorder. An application is required. Please contact the Board for more information at 440-992-3121.

Catholic Charities of Ashtabula County has many housing resources including Homeless Crisis Response Program funds for Rapid Re-housing and Homelessness Prevention, a landlord incentive fund, subsidies for certified recovery housing beds, and other programs. For the Homeless Crisis Response Program funds, the household must be literally homeless or at significant risk of losing their housing (eviction notice, utility shut off). Please contact Community Action at 440-992-2121 for more information.
